CREDENTIALS

American Real Estate College, LLC is a real estate proprietary school approved and regulated by the Colorado Real Estate Commission and also the Colorado Department of Higher Education, the Division of Private Occupational Schools. All of the school’s principal instructors have also been licensed by the Division of Private Occupational Schools, Colorado Department of Higher Education.
 
PURPOSE

The  purpose of this real estate school is:
 1. To provide each student with an overall view of the practice of real estate.
 2. To provide continuing education for those now servicing the real estate community.
 3. To meet the Colorado state educational requirements required by Colorado law.
 
TRAINING FACILITIES AND EQUIPMENT

American Real Estate College classrooms will accommodate up to 50 students.  The classrooms are air conditioned and well lighted.  Adequate table space is provided for each student.  Visual aids that may be used by instructors are:  videotape equipment, overhead projectors and screens, whiteboards, and recording equipment.  Instructors also have access to a microcomputer.
 
COURSE AND PROGRAM OBJECTIVE

The course objective is to protect the public by introducing the student to the practice of real estate through the study of (1) a common body of knowledge; and (2) the basic skills required for the successful practice thereafter.  Further, to establish in the student's mind the rights and obligations of the real estate broker regarding their contractual and/or fiduciary duties owed to the parties they represent, as well as instilling a sense of fair and honest business dealing.  The student will also be introduced to some of the risks and liabilities associated with the practice of real estate.
 
COURSE AND PROGRAM OPTIONS

The courses and programs listed in this catalog may be taken by any of the following methods: personal attendance in class with live instruction, or correspondence by videotape (correspondence classes are not available for the appraisal program). To add greater flexibility, the school allows students to mix and match any of the above formats (i.e., part in class and part correspondence).
 
Correspondence classes offer real estate education to students who cannot attend class because of work, location, or any other reason. Students watch a videotaped lecture, and then complete the requisite tests on their own. The tests are then returned to the school to be graded, either by mail, fax, or personal delivery. Correspondence students are welcome to attend class at any time with proper notice to the school, and may be connected to an instructor if further assistance is needed.
 
ENTRANCE REQUIREMENTS

Real estate programs or courses are open to the general public.  It is suggested that the student have at least completed high school or have equivalent status.  Colorado regulations require that the applicant be 18 years or older before a license is issued by the state of Colorado.  Students wishing to be evaluated for previous education or work experience credit must provide transcripts or employment verification two weeks prior to the desired start date.  ANY PERSON WITH ANY CRIMINAL RECORD SHOULD FIRST CONTACT THE REAL ESTATE COMMISSION AND VERIFY THAT THEY MAY OBTAIN A LICENSE.
 
CREDIT FOR PREVIOUS TRAINING, EDUCATION, OR EXPERIENCE

Verification of work experience or courses taken from other schools shall be completed before a student is enrolled in any course. This shall be assessed after the completion of the “Transfer of Credit” form available in the office. Students must produce transcripts from other schools, documentation from an employer for verification of employment, or a certified copy of any other licenses held which pertain to real estate or appraisal licensing. THIS MUST BE COMPLETED PRIOR TO THE START OF CLASSES.
 
Verification and determination of what courses shall be taken will be determined by the “Colorado Real Estate Commission License Laws and Requirements” found in the Colorado Real Estate Manual. Once this determination is complete, a student shall take only those courses necessary to satisfy requirements needed to obtain the Colorado real estate broker or appraisal license.
 
We do not guarantee the transferability of credits to any other institution unless there is a written agreement with the receiving institution.

ENROLLMENT

Students must be enrolled before the first class session starts.  A student may start a program or course on any one of the starting dates indicated on the calendar/catalog 213 addendum.  Of course, correspondence students may start their program or course on any day. Students may enroll by completion of the enrollment agreement in person. No instructional materials shall be issued to any student prior to the completion of the enrollment agreement and receipt of payment. Correspondence students must also complete a tape/DVD policy agreement.
 
TUITION AND BOOKS

Tuition and book fees shall be paid according to the signed student enrollment agreement. Cash, personal checks, AMERICAN EXPRESS, VISA, DISCOVER, or MASTER CARD are all accepted. Tuition and fees can be paid in two installments: half down and the other half in 30 days or the end of the student’s program, whichever is sooner. NOTE: Full payment must be made if enrolling in the Accelerated Appraisal program or continuing education.  Promissory notes are neither solicited nor accepted.  Upon request, the school will invoice a third party designated by the student providing, however, that the student will be the primary obligor.  The certificate of completion will be withheld until all tuition and fees are paid in full. All tuition and fees are payable upon enrollment, except when authorized installment payments are arranged.
 
PLACEMENT

The school maintains an active list of real estate brokers seeking qualified real estate licensees.  The school will make the names of these brokers available to students upon request. Periodically, in cooperation with various real estate brokers, the school will hold a career seminar.  Although the school provides these services, the school does NOT GUARANTEE positions of employment.

ATTENDANCE

Full attendance is required to complete any program or course offered by the school, including correspondence study, which will be tracked by test completion and checked monthly. All classroom students must sign an attendance sheet. No partial credit may be granted for completion of less than the full course.  If a student should miss a scheduled class, such class may be made up by attending the same class on another occasion, when available, or by completing the class by watching a videotape review.  A permanent record of attendance is maintained by the school. All students with VA funding must attend all classes in person. Use of correspondence materials is not allowed for VA students.
 
PROGRESS and PROGRESS REPORTS

Progress reports in the form of grades and attendance records shall be dispersed bi-weekly for accelerated classes and monthly for part-time classes.  If a student is making unsatisfactory progress (i.e., below 75% average of the total program), that student shall be notified in writing or personally.  There shall be no probation period for unsatisfactory progress.  The school will not terminate for unsatisfactory progress.  However, the student may re attend the entire program as often as needed or until satisfactory progress is made for up to one year from the date the student enrollment agreement is signed. Any student who wishes to continue the program after one year from the date of enrollment must update their tuition and materials at current rates, and meet with the Director of Education for an education plan.
 
Correspondence students should complete at least 3 lessons per week and are stongly urged to complete at least 1 module (12 lessons) a month. For termination purposes, a student shall be deemed to have watched 3 lessons per week for each week that DVDs are held.  All tests required by each course or program shall be returned to the school and graded.  If any student is making unsatisfactory progress (i.e., below 75% average of the total program or neglecting to turn in exams in a timely manner), they shall be notified either personally or in writing. All tests should be turned in after the completion of each course.
 
The final grade for all courses shall be the average of the percentage grades of each test given during the program. This grade will be reported to student bi-weekly for accelerated classes and monthly for part-time classes.

 Grading standards are as follows:
 93 - 100 = A     81 - 92 = B     75 -  80 = C     75 - 100 = Pass       0 -74 = Fail
 
CLASS DATES, TIMES & HOLIDAYS

Class dates shall be held in accordance with the school calendar/catalog 213 addendum. Morning classes meet on Monday, Wednesday and Friday mornings from 8:00am until 12:00 noon.  Evening classes meet on Monday, Wednesday and Thursday evenings from 6:00pm until 10:00pm.  Accelerated classes meet Monday through Friday, from 8:30am until 5:30pm.  The appraisal evening classes are held on Monday, Wednesday and Thursday evenings from 6:00pm until 10:00pm, and accelerated appraisal classes are held Monday through Friday from 8:30am until 5:30pm. 
 
Classes will not be held on the following legal holidays: New Year’s Eve, New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Eve, Thanksgiving Day and possibly the day after Thanksgiving, Christmas Eve, and Christmas Day.  Closure notices will be posted on the school doorway.
 
SNOW POLICY

In the event of severe weather, the real estate school will follow the inclement weather closures of Jefferson County School District. Please listen to the radio or watch TV for school closures. We urge students to use good judgment when venturing out in inclement weather.
 
GUARANTEE

Any student with an unsatisfactory passing score on the state exam has permission to attend, at no additional charge, any class paid for in full, for a period of up to one year from date of enrollment.    If updated notes and/or books are required, an additional charge for notes and/or books will be made at current prices, and must be paid upfront before starting classes. NOTE: The guarantee does not apply to the USPAP portion of the registered appraisal course. Any students needing to repeat this section of the course for any reason will need to repay for tuition at current rates.
 
RE-ENTRY

Students of American Real Estate College have one year from the date of their enrollment in any program to finish said program. If, after one year from the date of enrollment, a student has not finished the program, and chooses to re-enter said program, he/she may receive a discount of $100.00 off current tuition, and $50.00 of the current price of books, if he/she chooses to re-enroll within one year. This discount applies only if student is re-enrolling for a full program; individual courses are not eligible for the discount. All payments must be current for a student to re-enter any program. NOTE: The guarantee does not apply to the USPAP portion of the registered appraisal course. Any students needing to repeat this section of the course for any reason will need to repay for tuition at current rates.
 
REFUND POLICY

This school maintains a policy for the refund of tuition and fees in the event, and within thirty days of the date a student fails to enter the course, withdraws, or has been discontinued there from at any time prior to completion, and our policy provides as follows:

 a). A full refund of all moneys paid if the applicant is not accepted by the school;
 b). A full refund of tuition and fees if the paid applicant withdraws within three days after
  signing this contract or making initial payment, provided that the applicant has not
  commenced training;
 c). A full refund of tuition and fees in the event that the school discontinues a course or program
  of education during a period of time within which a student could have reasonably
  completed the same, except that this provision shall not apply in the event that the school
  ceases operation;
 d). Except for the $150.00 cancellation charge or 25% of the course tuition, whichever is less,
  stated in the item labeled TUITION. A refund of the tuition and fees shall be made as
  follows:
  I). For a student terminating his/her training within the first ten percent (4 lessons) of his/her
   program, the student shall be entitled to a refund of ninety percent of the contract      price    of the program exclusive of books and supplies.
  II). For a student terminating his/her training after the first ten percent (4 lessons) but within
   the first twenty-five percent (10 lessons) of his/her program, the student shall be entitled
   to a refund of seventy-five percent of the contract price of the program exclusive of
   books and supplies.
  III). For a student terminating his/her training after the first twenty-five percent (10 lessons)
   but within the first fifty percent (21 lessons) of his/her program, the student shall be
   entitled to a refund of fifty percent of the contract price of the program exclusive of
   books and supplies.
  IV). For a student terminating his/her training after the first fifty percent (21 lessons) but
   within the first seventy-five percent (63 lessons) of his/her program, the student shall be
   entitled to a refund of twenty-five percent of the contract price of the program exclusive
   of books and supplies.
  V). A student who has completed seventy-five percent (63 lessons) of his/her program and
   has entered the final twenty-five percent shall not be entitled to any refund and shall be
   obligated for the full price of the program, which constitutes the maximum obligation.
 e). The method of determining the official termination date shall be as follows:
  The date on which the school receives notice of the student’s intention to discontinue the
   training program, or;
  The date on which the student violates published school policy which provides for
   termination; and is based on classroom contact hours or lessons completed.
For the purpose of adhering to the REFUND POLICY as stated above, a correspondence student shall be deemed to have completed 3 lessons per week from the date of signing the enrollment.
 
Any students terminating the program must sign a termination letter, and return it to the office for processing.  Upon receiving the termination letter, all refunds will be made within 30 days of the termination date.  
The policy for the granting of credit for previous training shall not affect the refund policy.
 
CHANGE OF START DATE POLICY

Postponement of a starting date, whether at the request of the school or the student, requires a written agreement signed by the student and the school.  The agreement must set forth:
 Whether the postponement is for the convenience of the school or the student, and:
 A deadline for the new start date, beyond which the start date will not be postponed.
If the course is not commenced, or the student fails to attend by the new start date set forth in the agreement , the student will be entitled to an appropriate refund of prepaid tuition and fees within 30 days of the deadline of the new start date set forth in the agreement, determined in accordance with the school’s refund policy and all applicable laws and rules concerning the Private Occupational Act of 1981.
 
STUDENT CONDUCT

Students are expected to maintain a professional level of conduct.  A student's enrollment may be terminated for the following reasons:
 -The use of alcohol or illegal drugs on the premise
 -Misuse of any property of the school
 -Any misconduct that may interfere with other students
 -Immoral and improper conduct
The school reserves the right to be the sole judge of such conduct which may be detrimental to the school. The refund policy as provided herein shall apply to students whose enrollment has been terminated.

The following textbooks are required in some of the programs or courses offered by the school. The student may purchase these textbooks from the school bookstore or any other vendor. Other training and testing aids are available for purchase in the school bookstore.

TUITION, BOOK FEES, STARTING DATES

PAYMENT PLANS AND DISCOUNTS FOR
BROKER AND APPRAISAL STUDENTS
 
Option 1: The Cash Plan.  5% off the total tuition, if enrolled and paid in full, with cash or check only, on or before five calendar days before first class.
Option 2: The Buddy Plan.  5% off of each total tuition if two or more people sign up TOGETHER, regardless of type of payment.  Students must register at the same time, in person, to receive the discount.
Option 3: Visa, MasterCard, Discover, or American Express.  Accepted for any class.  Full payment discount (Cash Plan) not available on credit card charges.
Option 4: Multiple Payment Plan. One-half of the total price payable at enrollment, and the remaining balance due in 30 days.  One-Third payments are accepted for the part-time and correspondence broker program only.  The first payment is due at enrollment, the second payment in 30 days and the final payement in 60 days of enrollment.   NOTE: The Accelerated Appraisal, Continuing Education and individual courses are not qualified for these plans.
 

PROGRAM PACKAGES

Colorado Real Estate Broker's License:

This program contains all required courses for candidates who wish to obtain a Colorado real estate associate broker's license. It is also useful to anyone who desires a basic knowledge of real estate. This package includes the following courses: 100, 101, 102, 103, 104, 105, 106 and Test Preparation.

Correspondence Program:

American Real Estate College strives in every manner to make it possible for people to obtain their real estate education quickly and conveniently. One of these ways is by correspondence, which one can do with written materials and DVDs. NOTE: VA STUDENTS ARE NOT ELIGIBLE.

In order for the school to keep costs down and encourage students to complete in a timely manner, correspondence students wishing to check out the DVDs must adhere to the following guidelines:

A $75 deposit will be required for each set of DVDs (module or course) checked out. One module or course usually contains 12 lessons and is checked out one module at a time. A student is allowed 30 days OR, longer by special permission ONLY, from the checkout date to complete a set of DVDs at no charge. A student who holds a set of DVDs longer than the 30 day limit, and without permission, will be charged $2.00 per day late charge. Late charges must be paid prior to checking out subsequent DVDs. Any outstanding late charges that remain unpaid after completion of the course will be withheld from the deposit. The DVD deposit is refundable in full when all DVDs are returned and late charges paid. In the unlikely event that a student does not return the DVDs, the deposit will be forfeited. Additionally, the student must submit any unpaid late charges before re-entering and completing any educational requirements for completion and issuance of any certificate.

For the purposes of adhering to the Refund Policy as stated in this catalog and the enrollment agreement, a student will be deemed to have watched and completed three DVDs per week (course or module) after one week from the date the DVDs are checked out, unless the school is not notified that the student is returning DVDs and student wishes to terminate within one week from the date the DVDs are checked out.

Colorado Registered Appraisal Course:

This is the required course approved by the Real Estate Board, as well as the Division of Higher Education, that leads to a registered appraisal status for the state of Colorado . This package includes basic appraisal principles and practices and appraisal ethics. A new module begins every six weeks. Part-time evening classes meet every Monday, Wednesday and Thursday evening from 6:00pm to 10:00pm . Accelerated classes meet Monday through Friday from 8:30am to 5:30pm .

Course 100: Real Estate Law & Practice.

Course 105: Practical Applications

This 32-hour course (8 lessons) includes a study of the following topics: entering the field, developing your market, establishing a brokerage relationship with a buyer or seller, showing a property, preparing and presenting an offer, the bumpy road to closing, failed transactions, closing the transaction, record keeping summary, additional educational sources, and technology.

COURSE DESCRIPTIONS – COLORADO REGISTERED APPRAISAL COURSE

Basic Appraisal Principles and Practices

This is the required course to meet the qualifications of the Colorado registered appraisal license. The course length is 60 hours, and covers definitions, basic concepts of value, overview of the valuation process, case studies in sales comparison approach, the cost approach, and the income approach.

15-Hour USPAP Course

This 15- hour ethics course is required before one can obtain an appraisal license in Colorado . Topics covered include: preamble, ethics provision, competency provision, departure provision, jurisdictional exception, definitions, and the 10 standards of appraisal ethics.

COURSE DESCRIPTIONS - OTHER

Course 106: Real Estate Math and Real Estate Calculators

This 8-hour course (2 lessons) includes a study of the following topics: Real Estate Math includes basic financial calculations, prorating and practicing various formulas used in real estate calculations. Real Estate Calculators includes an overview of various real estate financial calculators including: entering functions, using storage and recall, and other real estate related financial shortcuts.

Test Preparation

This includes an oral review of all material that may be potential test questions. These reviews are on Saturdays (see office staff and/or office postings for times and content covered). Also included are over 1200 test review questions.

Exam Cram Course:

Exam Cram is a comprehensive final review of all course material. This class is for those individuals who have completed the entire 168 hours pre-licensing requirements from an approved institution. Students must be willing to take state exam within one week of completion of this course. These courses are given on weekends- please call for a current schedule.

Licensed Appraisal:

An upgrade from registered appraising, this 15-hour course has an emphasis on the appraisal of typical, non-complex one to four unit residential properties. It also includes influences on real estate value; legal considerations in appraisal; types of value; economic principles; real estate markets and analysis; valuation process; property description; highest & best use analysis; appraisal statistical concepts; sales comparison approach; site value; cost approach; income approach; emphasizing gross rent multiplier, estimation of income and expenses, and operating expense ratios; valuation of partial interests; appraisal standards & ethics; such other topics as the Board may approve or prescribe.

Certified Residential Appraisal:

An upgrade from licensed appraising, this 30-hour course will cover advanced appraisal techniques, and will have an advanced, in-depth consideration of USPAP. Topics to be covered are: paired sales analysis, income capitalization and discounted cash flow. There will also be a review of general principles.

Certified General Appraisal:

An upgrade from certified residential appraising, this 60-hour course will cover advanced appraisal techniques. Topics to be covered are: influences on real estate value, legal considerations in appraisal, limitations on real estate ownership, legal rights and interests, forms of property ownership, legal descriptions, transfer of title, types of value, real estate markets and analysis, the valuation process, highest and best use analysis, appraisal math and statistics, the sales comparison approach, site value, the cost approach and the income approach, valuation of partial interests, and appraisal standards and ethics.

Conventional Loan Officer:

This course is an introduction to mortgage banking, and will prepare the student for an entry-level position in the mortgage banking field as a loan officer. The course will cover prequalification, mortgage documentation and credit analysis.

COURSE DESCRIPTIONS - Continuing Education

Continuing Education for Real Estate

Colorado law requires that all practicing broker or sales licensees take 24 hours of continuing education for each 3 years of license renewal, or pass the state portion of the state real estate examination. This 24-hour requirement will consist of a 3-hour Mandatory Commission Update Course once per year (for a total of 9 hours), and the remaining 15 hours will be taken as electives. Licensees may also use the 24-Hour Broker Administration Course or the 24-Hour Broker Transition Course to satisfy the renewal requirement one time only.

Continuing Education for Appraisers

For Real Estate Appraisers, Colorado law requires appraisers to take a minimum of 42 hours of continuing education for each 3-year renewal period. These hours must consist of 7 hours of a National USPAP update course every other year.

DVD CHECK OUT POLICY

In Class Students:

Subject to availability, any enrolled student of American Real Estate College broker pre-licensing program(s) may check out two lessons on DVD at no cost. However, no more than two lessons shall be checked out to any student at one time. All DVDs must be returned to the school within two (2) calendar days of checking out such DVD. A late charge of $2.00 per day will be assessed for all DVDs not returned within such time. In order to check out any DVD to receive credit, students must sign them out through the office staff.

Information

•  Verification of work experience or courses taken from other schools shall be completed before a student is enrolled in any course. This shall be completed by requesting that students produce transcripts from other schools, documentation from an employer for verification of employment, or a certified copy of any other licenses held which pertain to Real Estate of Appraisal Licensing.

Verification and determination of what courses shall be taken will be determined by the Colorado Real Estate Commission License Laws and Requirements found in the Colorado Real Estate Manual.

Once this determination is complete, a student shall take only those courses necessary to satisfy requirements needed to obtain the Colorado Real Estate Broker or Appraisal License.

•  Satisfactory progress for students with Veteran assistance must be maintained.

Such students must attend every classroom lesson and must maintain an average grade of 70% or above. If a student falls below 70% that student shall be notified after 3 lessons. At that time the student shall be placed on probation and shall have 4 lessons to increase the grade average to 70% or above. If the student fails to increase the grade average to 70% after 4 lessons, the student shall be terminated and the Department of Veteran Affairs will be notified immediately.

If a student wishes to be readmitted, that student shall be required to have an interview with the school administrator to determine what measures are necessary to increase the students grades to a satisfactory score. The student shall have 4 lessons after starting to increase the grade level.

All records are maintained on computer at the administration desk and a student may request a transcript at any time. Please allow at least one working day when requesting a paper copy of the transcript or grade records.

•  Attendance sheets are to be completed for each class. Each student must sign the attendance sheet. If a student does not attend a class, he or she must immediately make arrangements to make up the class. If a student misses more than 3 classes in succession, the school shall contact the student. If the student has terminated, the Department of Veteran Affairs will be notified within 30 days from the last date of attendance and the Veterans refund policy shall be determined.

•  The refund policy for students with funding from the Department of Veteran Affairs is as follows:

•  Registration Fee. An established registration fee in an amount not to exceed $10 need not be subject to proration. Where the established registration fee is more than $10, the amount in excess of $10 will be subject to proration.

•  Breakage fee. Where the school has a breakage fee, it may provide for the retention of only the exact amount of the breakage, with the remaining part, if any to be refunded.

•  Consumable instructional supplies. Where the school makes a separate charge for consumable instructional supplies, as distinguished from laboratory fees, the exact amount of the charges for supplies consumed may be retained but any remaining part must be refunded.

•  Books, supplies and equipment,

•  A veteran or eligible person may retain or dispose of books, supplies and equipment at his or her discretion when:

•  He or she purchased them from a bookstore or other source, and

•  Their cost is separate and independent from the charge made by the school for tuition and fees.

•  The school will make a refund in full for the amount of the charge

for the amount of the charge for unissued books, supplies and equipment when:

•  The school furnishes the books, supplies and equipment.

•  The school includes their cost in the total charge payable to the school for the course.

•  The veteran or eligible person withdraws or is discontinued before completing the course.

•  The veteran or eligible person may dispose of issued items at his

or her discretion even if they were included in the total charges payable to the school for the course.

•  Tuition and other charges. Where the school either has or adopts and

established policy for the refund of the unused portion of tuition, fees, and other charges subject to proration, which is more favorable to the veteran or eligible person than the approximate pro rata basis as provided in this paragraph, such established policy will be applicable. Otherwise, the school may charge a sum which does not vary more than 10 percent from the exact pro rata portion of such tuition, fees, and other charges that the length of completed portion of the course bears to its total length. The exact proration will be determined on the ration of the number of hours of instruction completed by the student to the total number of instructional days in the course.

•  Prompt refund. In the event that the veteran, spouse, surviving spouse or child

fails to enter the course or withdraws or is discontinued there from at any time prior to completion of the course, the unused portion of the tuition, fees and other charges paid by the individual shall be refunded promptly. Any institution which fails to forward any refund due within 40 days after such a change in status, shall be deemed, prima facie, to have failed to make a prompt refund, as required by this paragraph.

REFUND POLICY FOR VETERAN STUDENTS

Students not accepted by the school and students who cancel the contract by notifying the school within three business days are entitled to a full refund of all tuition and fees paid. If any students withdraw after three business days, but before commencement of classes, are entitled to a full refund of all tuition and fees paid except the registration fee of $10. In the case of students withdrawing after commencement of classes, the school will retain a cancellation fee plus a percentage of tuition and fees, which is based on the percentage of contact hours, attended, as described in the table below. The refund is based on the last date of recorded attendance.

•  The student may cancel this contract at any time prior to close of the third business day after signing the enrollment agreement.

•  The official date of termination for refund purposes is the last date of recorded attendance. All refunds will be made within 30 days from the date of termination.

•  The student will receive a full refund of tuition and fees paid if the school discontinues a course/program within a period of time a student could have reasonably completed it, except that this provision shall not apply in the event the school ceases operation.

•  Complaints, which cannot be resolved by direct negotiation between the student and the school, may be filed with the Division of Private Occupational Schools of the Colorado Department of Higher Education. The Division shall not consider any claim that is filed more than two years after the date the student discontinues his/her training at the school.

COMPLAINTS

Any complaints made by a student should be filed in writing to the president of the school (James McCloskey). A written or oral response shall be returned to the students within 30 days of filing. Complaints which cannot be resolved between the school and the student may be filed with the Colorado Department of Higher Education, Division of Private Occupational Schools. There is a two year limitation on student complaints.
